US Customs said it will implement a period of informed compliance instead from September 16th - January 31st to notify shippers of cargo that does not comply with the new treatment requirements.
The timing will be as follows:
September 16th 2005: Customs will notify importers of non-compliant wood packing material until
February 1st 2006, but take no other action unless infestation is noted.
February 1st 2006: Customs will begin rejecting shipments (re-packing non-compliant pallets and crates and re-exporting the non-compliant packaging) at the cost of the importer.
July 5th 2006: Full enforcement. All wood packing material must be treated and marked. Non compliant regulated wood packing material will not be allowed to enter North America/Canada.
